A reform exists only once it is delivered. This area covers the method of public delivery: standing up a steering unit at the summit of the executive, setting measurable targets, instrumenting the follow-through, and building the institutions that make results last beyond individuals. It draws on close to five years at the President's Delivery Unit of Senegal and on advisory mandates with governments across francophone Africa.

How does an economy change its structure? This area covers business-environment reform, the development of special economic zones, and the mobilisation of foreign direct investment, with steady attention to the link between industrial policy, exports, and jobs. It draws on reforms led in Senegal whose effects on exports and foreign investment are documented.
